October 2013 To TILL South Wold Nursing Home, Tetford, Horncastle, Lincolnshire Home Administrator/Compliance Officer I was introduced to the Owner of the Home following a CQC inspection which found the home to be failing in eight of the CQC Outcomes Inspected and a subsequent Notice of Proposal to close the home. The Home required urgent administration intervention to bring it up To TILL and in line with Legislation and Regulations. My role was instrumental in the Home achieving full compliance in April 2015 following my involvement in three separate inspections and six months of implementing and developing efficient administrative systems, quality monitoring systems, and Policies and Procedures. Developing strong professional relationships with CQC Inspectors, Local Authority Managers and other professional partners. Building trusting professional relationships with residents, relatives and staff. During the development of the Home, I supported the Owner/Registered Manager, who is also the Nurse in Charge of the Home, in all aspects of the day to day Operational Management of the Home, Registration and Legal matters with administrative and secretarial support. Carried out a review of the Homes Policies and Procedures, Statement of Purpose and produced updated versions in line with current legislation and regulation. Introduction and maintenance of the Managers Action Plan. Managing Owner/Registered Managers communications by email, phone and post and acting on accordingly. Handling all incoming post and acting on accordingly. Meet and greet visitors, conduct introductory show-arounds with prospective Residents and families. In the absence of the Registered Manager, manage referrals and make necessary assessment arrangements liaise with ASC and other Care Home Managers. Events : Instigated, arranged and co-ordinated the Homes participation in last years National Care Home Open Day. Co-ordinate Resident outings ensuring the relevant RAs are in place. Arrange and co-ordinate Homes Christmas Party. Having gained the additional knowledge and experience in the Operational Management of a Nursing Home, I recommended a new Strategic Management Structure with key areas of responsibility shared across four domains. This structure was agreed by the Owner/Registered Manager and implemented from January 2015. As such, the role as it stands is no longer required and secretarial support can be met by a few hours per week with key responsibilities, detailed below, to be undertaken by Management along with identified members of Nursing and Care Staff. Responsibilities to ensure the home complies to CQC Essential Standards and Health and Social Care Regulations : CQC : build good, trusting relationships with CQC Inspectors. Involvement and support to inspectors throughout the inspection process. Support Owner/Registered Manager and Staff throughout the inspection process. Participate in feedback sessions following an Inspection, take notes of briefing and produce initial action plan. Support Registered Manager to review and respond to CQC Inspection Reports and identify any further points for the Action Plan. Support RM and Staff to complete actions within the target timescales. Submit relevant Notifications in line with CQC Regulations. Be fully up To TILL with the new standards coming into effect in April 2015 and complete a Home Audit based on these new standards. LCC Commissioning build good, trusting professional relationship with LCC Contracts Manager and provide support during reviews and inspections. Submit regular reports and Notifications in Line with LCC Framework Agreement. Produce Annual Business Review in liaison with Owner/Registered Manager. Assessing and Monitoring Quality of Service Delivery implement and carry out audits and observations to regularly monitor and measure performance in each of the above areas. As well as identifying areas for improvements and actions, highlight to RM areas where performance is good. Produce and maintain Business Continuity Plan in liaison with Owner/Registered Manager. Produce and maintain Managers Action Plan and report regularly on progress to CQC inspectors. Use resources available to keep up To TILL with industry matters and get ideas on further improvements to our Service. Health and Safety including Fire Safety - implement and improve control systems. Carry out weekly checks, audits and develop Action Plans. Report findings to Registered Manager and Staff and ensure corrective and appropriate action is taken. Support/mentor Link Health and Safety Person to take over this responsibility. Infection Control - liaise with Infection Prevention Control Team and use available resources to implement effective control systems, monitoring systems. Carry out spot checks and audits, ensure corrective and appropriate action taken. Support/mentor Link Infection Control Person to take over this responsibility. Person Centred Care Planning : Reorganise Resident files to reflect person centred care, support staff to write person centre care plans. Carry out audit to identify gaps in each individual file and advise on corrective action. Ensure new Residents files are in place prior to Admission. Continue to support staff in management of files. Mental Capacity Act 2005/ Deprivation of Liberty Safeguards participate in training and use available resources to support staff, residents and their relatives to ensure the Care delivered to Residents is in line with legislation. Support/mentor all staff to assume this responsibility and implement in daily practice. Care Act 2014 and the New Care Certificate be familiar with the Act and how it supports our residents. Be familiar with and plan for implementation of Care Certificate in March 2015. Supporting Workers Review and implement new Staff Records Management system, produce new Staff Handbook and Operational Manual and introduce new methods of Staff Communication including electronic. Update existing Employment Application Form in line with the Equality Act 2010. Recruitment to include shortlisting applications, carrying out first interviews and shortlist for second interview, carry out the necessary DBS and reference checks. Carry out initial staff inductions and follow up on job specific inductions with Line Managers. HR Administration and support to Owner/Registered Manager for disciplinary issues. Prepare Agenda and take minutes for Staff Meeting and in the absence of RM Chair meeting. Introduce HCA Meetings and support them to Chair and Minute their own meetings.
